Spain's Satellite Imagery Buy Signals A New Chapter For Commercial ISR — And It's Not Alone

Three stories broke over the past day that, taken together, sketch the shape of where electro-optical, infrared, and space-based ISR spending is heading - and none of them are in the United States.

 

  1. The most concrete signal comes from Spain. The country's military intelligence service, Cifas, has issued a three-year framework agreement worth roughly €7.4 million for high-resolution commercial satellite imagery - optical, infrared, and radar - to support fire-support targeting. What's notable isn't the dollar figure, which is modest by defense-contract standards, but the supplier architecture: Vantor takes the largest share at 40%, Airbus covers European optical capacity at 30%, and the remaining 30% is split across a genuinely diverse high-revisit constellation bench - Planet Labs, BlackSky, Satellogic, Iceye, and Capella Space. The requirement for sub-48-hour tasking turnaround and digital surface models tells you this isn't archival imagery for planning; it's operationally-tempo targeting data. For any company competing in the European commercial ISR space, this is a template worth studying: a mid-sized NATO member deliberately spreading risk and capability across seven providers rather than locking into one.
  2. Meanwhile, the United States is doubling down on the space layer itself. On September 1, the U.S. Space Force selected Leonardo DRS to develop a space-based sensor purpose-built to detect and track fast-moving, maneuvering threats in orbit. The award sits inside the broader Space Combat Power initiative - 13 contracts worth more than $500 million in total - aimed squarely at compressing the "sensor-to-shooter" kill chain. Leonardo DRS didn't disclose the specific contract value, but the strategic intent is unambiguous: Washington wants persistent custody of maneuvering orbital targets, not periodic snapshots. That's a meaningfully different sensor requirement than the imaging constellations Spain is buying into, and it points to a bifurcating market - commercial-grade Earth observation for tactical targeting on one side, and hardened, government-grade space-domain-awareness sensors on the other.
  3. The third data point comes from the aircraft side of the EO/IR world. Taiwan has begun testing the MS-110 multispectral reconnaissance pod on its F-16V fleet, a significant upgrade to long-range day/night reconnaissance capability in a theater where airborne ISR reach matters as much as raw sensor resolution. It's a reminder that even as space-based ISR gets the headlines, podded electro-optical and infrared reconnaissance on crewed platforms remains very much a live procurement category - and one where Indo-Pacific demand is only growing.
  4. Zooming out, the broader industry backdrop supports all of this. Global defense revenues hit a record $700 billion in 2025, up 11.3% year-on-year, propelled by sustained spending increases across the U.S. and Europe. Lockheed Martin led the pack at $72.1 billion, but the more interesting trend line is how quickly European primes - Rheinmetall, BAE Systems - are closing the gap. Industry executives are increasingly candid that the binding constraint is no longer budget; it's production capacity, particularly in air defense and munitions manufacturing. That capacity crunch is exactly the kind of environment where specialized, differentiated suppliers - including in electro-optical and infrared sensing - find it easier to win contracts than in a buyer's market.
  5. Elsewhere, European defense trade shows continue to underline how crowded the counter-drone and electronic warfare space has become: Indra used the MSPO fair in Poland to showcase air-defense, electronic-warfare, and counter-drone systems explicitly framed around the Russian threat picture, while Spain's own procurement calendar moved forward with a decision to field the wheeled SuperAV 8x8 amphibious assault vehicle over a competing Turkish design. 

 

Taken together, these stories describe a market in which the appetite for EO/IR and space-based ISR capability is strong and diversifying by geography, platform, and government. Spain's multi-vendor satellite imagery buy and the U.S. Space Force's space-domain-awareness sensor award, in particular, are worth watching as leading indicators of where procurement dollars in this segment go next.
